"As the Americans learned so painfully in Earth's final century, free flow of information is the only safeguard against tyranny. The once-chained people whose leaders at last lose their grip on information flow will soon burst with freedom and vitality, but the free nation gradually constricting its grip on public discourse has begun its rapid slide into despotism. Beware of he who would deny you access to information, for in his heart he dreams himself your master."
-- Commissioner Pravin Lal, "
U.N. Declaration of Rights"
I don't know how a sequel
would work. Perhaps I don't even want a sequel. A retelling would probably be the best option. Keep the story, but improve upon ICS.
Why is my hope irrational?
It's adding complication to a thinning genre. They're already going pretty far out there on the next Civ. We'll see how well that goes over. Introducing a sci-fi and story element to civilization simply means a lot of people will have more trouble figuring out what is going on. Rifles are easy to understand. What the hell is gauss weaponry?

So many great advancements are possible.

THQ.
I'd be thoroughly surprised to see a proper sequel to this series. At best I'd hoping the engine is highly modifiable.
