I would say both, if you can afford it. His library is on PS4, thus for backwards compatibility he should get the PS5. Getting an XSX he would LOSE Backwards Compatibility since he is in the Sony Ecosystem. PS5 is virtually 100% Backwards Compatible with PS4.Depends what you want.
If you want backwards compatibility with a tonne of games then get the XSX. GamePass is also good value.
If you want really good and diverse Exclusives I'd say get the PS5. The new Controller is also really cool with the Haptic Feedback and Adaptive Triggers.
Where MS excels in Backwards Comp and Value for money they lack good Exclusives. Vice verse for Sony.
Most games on game pass being available on PS5 makes more sense to me to go Xbox (which is why I did). Rather than having to pick and choose and buy outright I get them all for low cost.Get a PS5 then, you'll regret not doing so in the future. Most of games from Game Pass you can also buy on PS5.

Starfield is out in November, high chance it slips into 2023. None of the other games you listed have dates, very unlikely any of those are 2022. Only Deathloop is sure coming in 2022. Tokyo GW will be out in 2022 for PS5 and then have to wait 12 months of exclusivity to end. He would be missing the current games and upcoming games later this year primarily Forza H5 and Halo. If he's so interested in that right now and can get GPU for free or for $5/month, then Xbox is not a bad choice. If not, it isn't like he can't buy it later when there's more stuff he likes. No Flight Sim on One X, ancient loading times and most games stuck at 30fps instead of 60fps. Moving forward no Starfield on One X next year, no Deathloop or Tokyo Ghostwire next year on One X. No Redfall next year either.

Backwards compatibility and improved older games means it is worth it to get one now. And these systems improvements means you don't need to hold on to the older systems and can sell them without regret.Honestly I'd wait for either. Yep. I'm a #BrokeCollegeStudent since quitting and starting grad school, so I made the decision to buy a XSX and 3 years+ of GPU as part of that transition. I don't NEED to spend an extra dime on new releases for the foreseeable future. I can also cash in MS Rewards to buy new games not on GP. It's great. If I went PS5 I'd have to shell out $70 a pop or sit around waiting for a deal. I'd rather just play now and get the PS5 later with a revision and cheap black friday deals or whatever.But you would be paying $100 per Sony game day 1.
Get PS5 slim 4 yrs down the line with ~10 exclusives $20 a pop.
Right now just play xbox exclusives day 1 affordably with gamepass. This seems far better choice.

Game Pass is great if it has the games you want to play. But for those who want the day one AAA games like AC, CoD, etc. it doesn't help much. Personally, I let the game I want to play guide my decision.

Plus PS5 Exclusives are better imo and GamePass is full of bullshit filler. Its $16 for Gamepass Ultimate a month. Not worth it, I used to have it for a long time and cancelled. Good AAA Non Xbox Exclusives are up for like a couple months or so and then they take them off. They had RDR2 up for like a few months.. You know how long that game is for someone who doesn't play hours and hours everyday? it's a joke!
