Suspend is not turned on by default in PS4 2.50

I'm no expert, but how would suspend and resume, or anything for that matter, work with the system turned off. I would imagine that there has to be some kind of power/functionality for it to work.

PCs hibernate by writing RAM to the drive and then turning off. The extra time that'd probably take when waking back up on the PS4 would negate the usefulness in this case though.

Ahh, got it. Didn't know that when PCs hibernate they don't consume any electricity.

The only reason I can see why a turned off PC with hibernation would use electricity is if it had Wake-On-LAN enabled.

Oh, there are indeed a lot of reasons. Shitty power supply, remote control boards (not necessarily wol, Intel's vPro for example or things that actually implements lights-out-management), lights on your board indicating $something, enabled power for a dedicated USB-port and so on. The EuP guideline is also available on my mainboard which, when enabled, is indeed below 1W usage while it is ~3W when not enabled (but of course no details are given to what it actually additionally shuts off).
If you really want to want to not use any power, turn off the power supply.

So which is it? Can electronics do anything while COMPLETELY turned off or not?

Electronics can't do anything while shut off completely :) (at least what we are talking about here).
Thing is even if you unplug your computer and it did STD (Suspend to Disk, S4) you can restart your computer (after plugging in the power cord to the power supply) as if it was "only" in S5 (Soft-off-mode. System is down but there is still the cord in the power supply).

Alright, thanks.

I had all Rest Mode settings On, and it was defaulted as Off for me. (EU here)

I did get a "Discover" notification directing me to enable it though.

It was for me. US account on US PS4 (on Peruvian grounds).

Yes, you can turn your PS4 off completely even if you enable Suspend and Resume.

Perfect. I wont have any reason to leave it in suspend if I know I wont be using it for the next 12 hours or more.

Is it true that Bloodborne only suspends properly when you play offline? I read that it kicks you back to the title screen when you resume again if you're online.

It does seem to do that for some people.

It doesn't do that for me nor has it done that for some other people. Bit strange at the moment.

It's normal for the PS4 to be making noise while in this state right? It's the same kind of quiet noise as when downloading in Sleep mode? Hope it's not just me lol.

Do you mean when you put it in to rest mode or when it's been in rest mode for a while?

The fans have always run for a bit to cool the system down when entering rest mode, then they switch off when the temperature is low enough.

Yes while in Rest Mode. It's not stopping though, it's been a few hours, I guess because it still has the game open it won't truly rest?
