How do you get the different stationary stuff?

More stuff unlocks as you make notes. I have 36 different types of stationery waiting to be bought at 5 coins a piece.

So how does the "Send with StreetPass" feature work? There's no way it will beam my messages out to randoms on the street, right? Will it only send to a friend who is nearby?
