Headshots aren't required for "one hit" kills. It's supposed to be an anti-vehicle weapon, so of course it's powerful. What I saw in that video is a big jump from that in detail, lighting and other areas (the water). I got excited reading Frankie's blogs about water moving around you, 3d grass (which I thought which meant actual grass everywhere instead of a flat green texture) I got really excited, and now I see that's not really the case. The 3D grass is merely the same technique everyone has been using this gen.
Whatever, I'll get passed the graphics once I have this game on my HDD.

The Spartan Laser's weakness is no splash damage or lock-on, so you need a clean shot.
