I can confirm it did not work earlier in the day. I tired it a few times throughout the day.

The only thing clearing the cache did was allow us to see the update earlier, we needed the update to actually fix the problem

I tested pausing the download and it said I could resume it from the Xbox Live Marketplace - is this true?

Yes, it works, but when I did it I found my download was going a lot slower after I resumed it. It was around 100kb/s and is now around 30kb/s (looking at traffic through my router).
