I thought Microsoft had various remote caches that were spread across the world. In other words, I don't think everyone downloads from the same location.

as far as I know it's still from Washington, could be wrong though. Too lazy to find the ip that's sending me the beta. Even if you're right though, the same logic should still apply.

EDIT: saw your edit, latency would be the best way I could describe it. There are more factors that add into this.
