I think the bundle is not supposed to be public yet, you can't reach the Sonic bundle on the main site. You seem to be only able to reach it by the link in the OP.

The average price will go down once it goes public I guess.

Actually, in this weird early scenario where BTA is priced higher than the "full" bundle, I don't think so. When trying to checkout for the $10 bundle, it's warning me that I won't get the BTA bundle included at that price.

I guess I'll just wait for the BTA to drop before buying the full bundle.

The purchase button just directs me to the Neo-Geo bundle, so this is probably the case. They normally don't go live for another four hours.

Well, they are roms, not really ports. And they allowed users to upload romhacks to the steam workshop.
