I think this cut really only works on skinny girls with small faces, but yeah, it can look good.
Short hair looks nice on a woman with feminine features. Masculine or androgynous with short hair Im not so big a fan of.
Its too boyish, and it makes for more makeup work than hair work.
I won't provide hyperbole.. I will say though, my least favorite female hair cut by a fair margin.

Never works for me. I always think chicks look to much like men with this hair cut for my tastes. Just like high heals and small breasts don't work for me either. The animal brain in me needs to be able to tell it is a woman from far away and that she could feed the kids that we make. Also that she can run and survive a bear attack I guess.

It's definitely one of those haircuts that you have to have a certain type of face to pull it off.
It doesn't always work.
Personally I prefer long hair, but that's just my personal preference.

I've never found it preferential to long hair on any girl. Not that it looks bad, but I've never seen a girl with long hair switch to a pixie cut and then feel like she's more attractive to me. Just my preference I guess.

EDIT: The best that can be said for pixie cuts is that some extremely beautiful long-haired people still manage to be quite pretty even with a pixie cut.
