I'm on a budget and do my monthly grocery shop at Aldi. Their produce is nowhere near premium but, couple it with the right ingredients and cook it correctly, and you can make a delicious meal. Outside of vegetables and fruit (and even then not allways, a discounter near my house consistently has the best Avocados and they are like half as much as in big supermarkets) I've never had issues with cheap food.
In my experience (and this will of course depend on where you live and where you go buy groceries), store brand stuff is often just as good as the big brand equivalent.
