Well, even ignoring the fact that N3-2 was never touted as a high-profile release, I believe that has more to do with marketing and the fact Konami and SE are respectful names in the region, whereas Microsoft... Yeah.
And I remember them saying that they definitely intend to continue pursuing JRPGs in Japan, but I agree that if there are no big announcements at this year's TGS, it will be fair to assume they've given up.

Guess so. There was a feature in one of relatively recent issues of Edge in which various shmup developers talked about their support for Xbox 360 this gen. Basically, it boils down to having to choose just one platform for their niche audience, with Wii not being powerful enough for arcade-perfect ports (hm...) and PS3 being too expensive to develop for.
