This is true. Most people won't know. Those that wear ties daily will, and they might silently judge you. I used to for some stupid reason when I was younger, but I was an idiot. Still, learn to tie a tie. Unless you are working in an environment where the tie could potentially get snagged in something, and then in turn might strangle you, well to me it just sounds like you shouldn't be wearing a tie loosely in that scenario.
There are so many ways to tie a necktie, and less ways for a bowtie, but they don't take long to learn, and most techniques have similar moves. Not to mention, tying your own ties can have way better looking knots than the generic small and compact and flat knot of all clip on ties. Not to mention, you just may need that expertise down the road to educate a young child, or even that special someone who catches your eye. Either in showing them how to, or just talking about it. Just learn. It's easy.

I've heard this several times as well. And yes, they are doing it entirely wrong, because 90% of the time this happens, it's because the shirt they are wearing is too tight. Since most people don't wear ties often, they wear the appropriate shirts for said ties not as often too, and they might not think their neck would grow just a little bit, but enough to make the collar seem tight. Tied ties should never feel like they are choking you..if they are, then loosen the tie. If that unravels the tie, then get a bigger shirt. Go to a dept store and ask someone to measure you. It may make you feel slightly uncomfortable for a minute or so, but the comfort of a properly fitting dress shirt is paramount, since likely you will be in a scenario where "professionalism" is a must.
