In the end, Bowser wants to save the Toads from that evil woman, he is a good guy in the end. But Toads are blind, they don't realize they serve to an evil woman, because she made them think Bowser wants to kill them. And Mario is blind too, because he thinks that the good one of the story is the girl, just because she is human like him, and he doesn't realize that just because Bowser is a giant turtle, he doesn't have to be the bad guy. But Peach takes advantage of Mario, because she made him fall in love with her, so she could use him as her bodyguard, and this way, she can conduct her evil plans.

eventually, Toadette, with help from the fortune Capitan Todd amassed in his adventures, challenges her to see who's the true ruler of the kingdom and the first Great Mushroom War begins. both of them hire various plumbers, heros, dinosaurs, etc to serve as their armies and it will be up to who's richer and better at convincing their troops to win.
whoever hires Mario will have a tactical advantage so this might pose a big problem for Toadette (Peach has him by the balls). maybe Toadette can form an alliance with Rosalina to split the Peach army (i bet Peach would have a hard time holding Mario for herself in that situation)

I always thought it was a hat? Maybe someone needs to ask in an interview if it hasn't been asked already lol, though I somehow think that it wouldn't settle anything.
I have a feeling inside, that makes me think, that Rosalina hates Peach. In the end, she joined Mario in Galaxy 1 to help him save Peach, but with the condition of saving all power stars as well. She never mentioned Peach with her name, just "your loved person" or something like, she didn't even bother to meet Peach in person.
