Well considering blocks are toads that have been transformed into them. Maybe they are some grotesque halfway point between being restored to Toad form when only the head has developed after the block has been hit.

I have a feeling inside, that makes me think, that Rosalina hates Peach. In the end, she joined Mario in Galaxy 1 to help him save Peach, but with the condition of saving all power stars as well.
