I'm not sure if that means replaying a mission at a higher difficulty for the first time doesn't give XP, but yes replaying a mission will not give you XP but better loot. Don't worry, there's heaps of stuff to get you leveled up.

And you'll still get the XP for your kills and such correct? Just not the mission bonus at the end...

Eh, I'm in the US, it started downloading the additional 3-4GB on top of the preload and it has the Play icon/playable in X minutes so it is unlocked in US for sure. Oh, I have a global key, now that I think of it.
