If neither of them have enough of a majority to successfully pass a Queen's speech outlining their plans on the 25th May, it's a vote of no confidence and it's time for a second election.

Also this election was defined by anti-voting, massive tory gains from people wanting Labour out, a massive shift away from Lib dem poll results - tactical voting for Labour from people who don't want the Conservative in. It's a mess.
