How plausible is it for a company to include development tools with consoles, or offer them seperately, so that users can create their own games, upload, and sell them digitally (with the company getting a % of every sale) over the consoles online system. For example, a PS3 that includes dev tools to make PS1, PS2, and 'simple' games (games like geometry wars for example).
So why is this not being done? As far as I can tell it's a good idea for consumers and the companies themselves.
