How plausible is it for a company to include development tools with consoles, or offer them seperately, so that users can create their own games, upload, and sell them digitally (with the company getting a % of every sale) over the consoles online system. For example, a PS3 that includes dev tools to make PS1, PS2, and 'simple' games (games like geometry wars for example).

So why is this not being done? As far as I can tell it's a good idea for consumers and the companies themselves.

doubtful that it will be direct, without some sort of approval process. corps are too conscious of being associated with something they do not approve.
