Of course. It says in the article that game and system updates will always be up to date because of it. I don't see who wouldn't want that. The 360's update system works great only because updates are small, but look at what a clusterfuck it is on the PS3.Can't always connected mean something not terrible?

All of this is referring to a low power/sleep state in which it can still process and connect to the xbl servers. It doesn't say that if its not connected to the internet it will not function.
This whole line is about convenience, so you when you power on there is minimal start up and no updates.
