Does this mean that Microsoft are no longer pro-consumer because they might choose to have some titles that are console exclusive?
Windows 10 store have 1 plus year to prove it's a viable source of income for MS to make that decision.
So they reserve the right not to put every game on pc.

Everyone is happy to line up to continue singing the praises of the most anti consumer company in the industry, which enables them to continue those behaviors. Good stuff, I don't get it either.
Microsoft has made no mention of Dead Rising 4 being a Xbox Play Anywhere tile. Only that it will be available on the Windows Store at launch. Dead Rising 4 is also not advertised along with the other games here http://www.xbox.com/en-us/games/xbox-play-anywhere
I believe they did this to either...:
1. Make "play anywhere" announcements get more buzz for future first party games instead of saying that all titles will be "play anywhere" (especially this early).
2. Cover themselves in advance just in case a future game doesn't have it for whatever reason(s).
3. A mix of both 1 & 2 (which is what I'm thinking).
