What does Cinematic mean?

Interesting way of putting it. Though from that perspective you could say Dragon's Dogma is a cinematic game, when it's not evocative of that to its audience in the least.

It starts with the product. The designers set the vision and cinematographers figure out a way to implement.

If it is layed out in the design document that the product calls for a 'more cinematic experience,' and then the cinematographer's and visual/tech designers implement various techniques like I mentioned above.

Then from there, it's up to marketing to decide of they want to use those assets and that thinking in their tactics and communication about the product to consumers. "Is this approach to design going to help consumers understand the experience they will have by playing this product? Is this element of the game a competitive advantage for our product vs. the competition?" If it is Yes to those questions, typically marketing will adopt some of it. If not - maybe in the case of DD, in which those elements aren't a product differentiation (even though they exist in the product) it's not used.

Last step is audience adoption... do they respond positively or negatively to that messaging? Is there positive buzz and sentiment?

optimize from there.

Yes, so it refers to the characteristics that cinema / film has.

Those characteristics are not good storyline / well acted / high production values / carefully framed camera shots / well paced editing / anything else that can be attributed as a thing that good films do well, because not all films are good films or require any of those elements to still be a film.

As they relate to a cinematic nature, them yes they are.

If a game uses sweeping camera angles that you have seen in a cinema than suffice to say it is using cinematic features

Even more so it's interesting to hear from the developers where the techniques come from and then to deny that. RaD knows where the influence comes from when it comes to each inspiration . They've even stated as such.

I will say this, never have I attributed good acting or story to being a film characteristic though.
