Have you ever put a cartridge in a MegaDrive and turned on the console ? That's a console experience.

THIS. plain and simple. oh...and lots of expnability. A PC is more than a gaming device. A gaming device cant be a PC. sure it can play PC games but, who is doing productivitry tasks on a console with a couple USB slots, no PCI slots, no thunderbolt ports etc.?

Maybe you have some past trauma about console vs PC, but not everybody needs to classify things as consoles and PCs the way you do.

Expandability is not a "requirement" as different PCs have different levels of this. Motherboards can have different numbers of PCI, RAM slots, etc. Or none like Steam Deck and some laptops where "everything" is soldered on the MOBO.

The "personal" part matters the most, where I have control to customize the device.
Not necessarily expand-ability, because there can be size or power limitations based on form factor, but I'm free to install what I want outside of games rather than a gated storefront, I can implement hacky solutions because I can access core files of the OS, and I'm free to install whole other OSs that exist because the device doesn't block their support.
If the Helix lets me install Linux, and the Gabecube lets me install Windows, then they're PCs. Otherwise, I'd say they're more of a hybrid.

No, it's not the only upgrade possible on a laptop. RAM can be upgraded there, you can have an external GPU via TB, and you can connect an external monitor essentially turning the laptop into a computer case.
But yes, laptops are limited, and are thus also frowned upon by people who like PCs.

Like I said before, there are laptops with RAM soldered on the motherboard. And you can connect external monitor on Deck in the USB-C.

This means some hardware can be more or less of a PC. A laptop is less of a PC than a desktop. A Mac is less of a PC than a Pentium. And a Windows 12 computer is less of a PC than a Windows 95 computer.

What i know for sure is that Microsoft is becoming more and more anti-PC over the decades.

It's just an AMD system ..the only thing preventing it form being a PC is software, which this Linux port fixes.
The PS5 can run Windows 11 if someone is willing to write a few custom drivers for it

I knew my Steam Deck was a PC when that random performance tracker appeared in the top corner of a game for no reason, and then I couldn't find how to turn it off and had to Google where in the settings it was.

I consider mac as a PC too, laptops as well. But most are barely upgradable. Many windows laptop too you can only upgrade SSD and only few allow for Ram, wifi card. So ideally PC Desktop where you can upgrade components and obviously run different application and do non gaming task. The reason next Xbox is considered a PC is because it will apparently run steam, epic, ea and other game store just like games running on Windows 11 PC. I think even the Xbox version will actually be a PC game with default profile settings.

The wording just sticked. You can do pretty much everything (send emails, write essays, read news) on your smartphone. Even my workspace I can probably stream on my phone and work on there.

Arcade cabinets were powered by PCB that ran game data directly off the ROM. Without any overhead like Windows until the mid 2000's when hardware kind of started to be based off consoles and consumer PC parts. They were as far removed from PC as could be.
