I have been here for less than he has, and I allow to create threads. But he is still a junior member and can't create threads. So why hasn't he been reinstated to create threads again? And should the mods/admin/Evilore let him become a full member again?

It's a privilege, not a right. Privileges can be taken away if you prove that you aren't deserving of them.
