Where the heck is Papers, Please on PS4/Vita?

Papers, Please was announced for Vita and PS4 nearly two years ago at Gamescom. Since then there's been practically no news on when we can expect it to release. Sony still has a page for the game on their site:

So what happened to it? Did the port stop active development? Was it ever in active development? The most recent news with the game seems to be a cheeky reference in Uncharted 4.

Lucas Pope's been making Obra Dinn and that seems to be ramping up, maybe he's planning to work on the ports after.

Or might just be that he couldn't figure out a way to get it to work well on controllers. He seems the type of guy to stop a project rather than release something he was unhappy with.
