While I wouldn't say he's the strongest/most powerful, there's a case to be made that Cap is at least in the discussion. He actually seems a bit buffed up compared to his comic book counterpart. His shield can straight up take one of Mjolnir's hits and deflects Iron Man's repulsor blasts with ease. Cap is pretty strong in the MCU, has ridiculous endurance, and can take a ton of damage.

They're all massive power batteries in addition to whatever else they do. This is made obvious in first avenger when red skull makes a crapton of death laser batteries with the space gem, and whatever it was that happened in Thor2 with that mystery gem just confirms it.

No amount of superhuman reflexes can prepare you for an instakill 360 noscope that would make aimbots shit themselves.
If Chief keeps the fight at long range, Chief wins.
In mid-range, Cap has some more options and can possibly eke out the win.
If they get into CQC range, Chief stomps. Stronger, more heavily armored, just as skilled going by series canon.

You could say that, but it's heavily implied that Thor didn't go all out, since he still believed that Loki was capable of saving. In The Avengers I believe he states to Loki, even after the portal was opened and the Chitauri were invading, to "stop this foolishness and come home." Then they proceeded to fight.
At some point in the movie that was stated, though I can't recall if that was the part. Either way it's implied in both films (Thor being the other) that Thor was holding back.

That was such a shitty issue. Steve goes in with some Dark Knight Returns-tier scrap heap of an armor suit and is able to physically dismantle an IM suit several revisions beyond Extremis.
Re: Thor killing things. Let me reiterate that he tried to straight up murder Steve in the forest scene in Avengers 1. Which leads me to believe that he was going at Tony a little harder than some people want to admit. Dude opened with a cheap shot against IM. He was a complete dick in that scene. Without Thor knowing about the vibranium shield, there's no other interpretation of the scene other than that he was trying to turn Steve into goo.

Cap wears plot armor the hardest of any character ever.to be fair, I doubt it was that old. Rogers was pretty much head of SHIELD at that point with all of its resources. Tony's security system identified it as the current "war machine" armor, not an ancient unique suit so there's that too.
double edit: Tony was a fugitive during time runs out, and Steve as head of SHIELD was using a pack of war machines remote controlled by Rhodey to take him out. The implication that it's one of these things and not exclusively the 90s suit is pretty high.
