Season 6/7 Sisko really isn't the same character as Season 1 Sisko.

When they try to promote Picard to Admiral again in the books (after a Borg invasion) he basically says hell no, and then quotes Kirk's statement to him in Generations that he can actually get stuff done as a Captain.
Which explains why Janeway was made Admiral. She was a hero to the folks back home, but as an Admiral she can't cause NEARLY as many problems.
