For some people the whole point of clothes is to look cool, simple as that.
Certainly. I'm sure if it was "cool" to wear a ripped-open shirt with your boobs flapping in the wind, there would be kids right now doing it.
But is the character in question trying to be "cool"? Probably not, I expect - they probably never even call attention to her outfit. I suppose that's the disconnect they force you to accept - that people would wear clothes obviously intended to render them "cool" or "sexy" and yet be oblivious to their coolness or sexiness. It's what I call the "Sharla Complex", wearing clothes not because of your personality, but because "why the fuck not sex appeal."
In any case, yeah, let's not pretend Pokemon is exactly innocent of this complex.
