Why do devs create shovelware?

Well this mostly apparent on the GBA, it also happens on the ps2.

Why?

“These platforms are popular, so if we give our games an EDGY or XTREME feel they're bound to sell, even if they're steaming piles of armadillo shit like the fallout or killer instinct games!”

That game is like an Amiga classic.

Your question is valid in other cases, though. I guess low production values and low sales forecast can mean profit?

Because parents see things in a dollar value. These games are not aimed at you.

I've seen far too many instances of parents bringing up crappers to the counter, only because they were cheap. $10 would have brought their kid so much more fun.

the best is when devs know they're making a bad game and just don't fucking care

Why should they if they make money. Same with the movie industry... You Got Served Again is a GREAT example.

A lot of us do though :(. We just have no choice but to do what we're told by upper management. Many projects start off with higher expectations but end up as shovelware while the one's that start off as shovelware, have people on them that wish they were on something else.
