The majority of the modern Fallout fanbase would likely see that as a step back. And consequently, that's probably not the game Bethesda would want made.I was hoping that if they got their hands on it, they'd nix the voice PC.
No way in Heaven Bethesda Softworks would allow that to happen. They invested a lot into a voiced PC and made a really big deal out of it. Having it in a spinoff would be contractually required.
Publishers don't just give 3rd party devs a big bag of money and a license to develop one of their biggest properties no strings attached. They come with major requirements and must haves. And a voiced PC will probably be at the top of that list.

At this point I would rather them do their own thing. Bethesda is taking it in their direction, we have inXile with Wasteland 2 and (if post apocalyptic) Van Buren. And every decision Bethesda makes with their Fallouts makes it harder to make an RPG out of it.
I'd say it would be more realistic for Bethesda to bring over key people from Obsidian, but alas it's very unlikely.

Wouldn't be a bit unpractical for them though: They already have (moderately) succesful IP in the post apocalyptic RPG genre. That said, the world building was a huge step back, and most of the new gameplay features, like ADS, Hardcore Mode, Companions, etc, were all featured in FO3 mods before NV was even announced.
Props to Obsidian for maintaining Fallout in the intermediary period, but really they stood on the shoulders of giants to achieve what they did. People make it seem as if they created it from scratch, or worse, that the game engine and tools in place somehow slowed them down.

Even if it does happen, it would probably the Southwest or West Coast again, aka the traditional Fallout setting. Places like Florida or Boston or China or New York sound like spinoff territory.
