You do realize the CPU PS4 and Xbox One chose was literally a modified and cheapened version of a Netbook CPU? That left all the budget to go towards the GPU. Also, something historic happened in 2013- RAM density doubled so Sony got lucky with 8 GB of GDDR5.
In 2016, we just had a major process node shrink from 28 nm to 14 nm - hence the creation of these new consoles. This doesn't happen but once every 4 years or more.
On top of all this Microsoft wants to put in a modified desktop CPU. The parts arent cheap. Anyway we will have to agree to disagree. This is a Luxury Xbox, the mainstream machine is the Xbox One. I don't think Scorpio replaces anything, it just gives a high end option. Similar the Elite versus normal X1 controller.
It's going to start at $399. Book it.
