I'm extremely insecure with how much f2p mobile games are encroaching on Nintendo
My picks would be:

The Boss (MGS Snake Eater) - Tactician, Leadership, master of hand to hand/modern weapons
Ra's Al Ghul (Batman series) - Intelligence, Leadership, Tactician
Darth Maul (Star Wars) - Lightsabre mastery, Force abilities
Sephiroth (Final Fantasy) - Master swordsman
Sigma (Mega Man X series) - Adaptability, Hard to kill
Albert Wesker (Resident Evil) - Hand to hand master, speed

Weird ass list I know but that's all I could come up with as far as not having powers in the "super" super human bracket

List threads will get closed in no time so I'll at least add some discussion:

Darth Maul is most certainly super-powered. If you were to cross universes, he could reek havoc on almost anything and everyone. Simply having the Force itself, in a universe where no one else would have anything or any training to combat it, could be world-ending.

Maul has telekinesis and super human reflexes, precog, etc... I'd definitely consider him super human.

I would say a bigger villain in the music industry is Simon Cowell. Fuck that dude.

Jenova shape shifted into Sephiroth. You don't encounter the REAL Sephiroth until Cloud give him the Black Materia personally and at the very end of the game where he already summoned Meteor/absorbed a bunch of Lifestream or whatever

I was talking about Crisis Core Sephiroth, which shows that he has crazy abilities even before the Lifestream incident.

I feel like they could get shit done. Plus most of them are mercenaries so easy to keep in line. All you have to do with Lex is kidnap Lois or something for him
 
You don't make a Suicide Squad team full of A-Listers if you wanna keep with the Spirit, it gotta be folks like Baxter Stockman from the Ninja Turtles, and Bambo and Squat from Power Rangers.

Luthor basically acts as the money source for the group and uses his influence and money to keep the team out of the public eye. Boddicker is the squad's actual leader and works with ruthless efficiency. Boba Fett is the cunning guy of the group who sets up traps and works covertly. The T-800 and Bane are the muscle of the group. Jetstream Sam is a badass merc who's in it for the money.
