It depends on what you focus your eyes on.
Could be that you're trying to take in the picture as a whole which doesn't seem to work for a 3D picture, unless it's more subtle.
Try to focus on just one bubble and try to let your eyes adjust for a second or two.
It seems to be work in basically the same way as real life, where you can't have 2 objects that are at a different distance from you in focus both at ones.
Normally we don't think about this stuff since you would just auto-focus from one to the other, thinking both were just as sharp, when in reality once you focus on one of them, the other becomes fuzzy.
