This is the DS adaptation of an "old" arcade game by Taito, whose gameplay consists of rotating a circular pad with a handle through a series of different modes and random mini-games (think Wario Ware), though in this DS version, you simply rotate a virtual pad with the touch pen.

Looks like Wario Ware Twisted, except you use the stylus to spin the wheel instead of tilting the system itself. Could be good!

This looks pretty fun, but could get old really fast.

Regardless, anything with a Space Invader on the box art has my vote.
