Man, so few slots left for characters returning from SF4, doesn't bode well for Gief......I like yours better, I was less optimistic:
I feel like we'll get Juri and two more SFIV characters (one from Alpha and another from either 2 or 3).
It might depend on who they're bringing back. E.g. Sakura with Karin, Cody/Guy with Haggar/Maki, Sagat with Go (wishful thinking).

Still very possible that Birdie is the main grappler for the game. He fits most of the criteria.

I don't like R.Mika (I'd replace her with Maki), but I buy this roster. I like it and I think it's possible.
I'd bet the 4th brand new character will be brand new but I'd love to see there instead Haggar or someone from the SF story like Tom (friend of Alex's father), Zeku (Guy's master), Ibuki's senpai or specially Goutetsu (master of Akuma and Gouken), brought from the dead by someone as happened with Nash.
Seeing that there's room for a lot of DLC characters I assume we'll see some of them in the future, in addition to a ton of returning characters from specially SFIV games.

People are really believing in the siliconera rumors and I hope they're true too, except for the part where we don't get female 3S reps. So far SFV has zilch in the way of 3S characters and the only two women who'd join the fray are Makoto and Ibuki. If we're talking 3S I also can't think of any characters that would take priority over Alex, Urien or Q. I'm only uses slash marks because I expect the rumors to be half right at best and the possibility of either character is about equal given all (including my own) the speculation.
Makoto and Ibuki are wishful thinking, but both are popular, one is literally a Karate practitioner and the other is a Ninja... at least one of them has to be a top female contender for a spot on a roster of the most popular anime fighter (yeah, it was anime all along, Austin!). Those two really would play better than ever in such a fast paced street fighter.

As fan favorites an returning SFIV characters, I think Makoto, Ibuki and Akuma and good fit for DLC characters. They need to put fresh air in the 16 initial roster to don't make it feel like this is SFIV 2.
I think the good balance for the 16 characters is:
-6 fan favorites returning from USFIV
-4 fan favorites returning from older games like 3rd Strike, SF1 or Alpha 3, weren't in USFIV
-4 brand new characters
I also bet this proportion will be the same during the DLC seasons. I see 4 (or maybe even 5) seasons. Each season would add 8 characters, and they would release 1 character per month. Each season would include some costumes, stages, unlockable artwork, music tracks and maybe other cosmetic DLC.
There would be a stop of a few months between seasons, maybe to include there the balance, system changes plus new game modes. Plus some extra freebie like a free character, stage, music track, etc to engage players to come back.
Honestly I could see Guile or Blanka in that spot instead of Juri, but overall I am pretty happy with that roster.
I'm not all that fond of Mika, but I'd take Guy over Maki. Regardless I think they did a good job of diversifying the play styles, filling the slots they pretty much have to and bringing back fan favorites.
Yeah it would be nice if they brought in someone who was already existing but not previously playable, but I'd rather it not be someone they already killed off.

I thought we were looking at a braver, risk taking Capcom until we got Ken again. They won't be able to stop themselves from adding Akuma even if he plays somewhat differently.

As much as I'd like to see Makoto and Ibuki I highly doubt they will make it in the initial roster. Main reason being they dont belong to Street Fighter main story arcs (Shadaloo, Illuminati etc).
From what we have seen so far, and what KB leak suggests, characters should be tied to the plot, so Alex, Urien, Juri make sense.
For the same reason I've a hard time imagining R Mika being part of the initial release.
Gouki may be slated for zenny, to get the dlc ball rolling.
Yeah I have reservations about them doing new characters seeing how SF4 turned out. I don't want to see another Seth, Rufus or Fuerte.
I don't really play any of them but I think Viper, Juri, Abel and Hakan turned out well for the most part.
So I'm expecting 2 of the new characters to be decent and 2 to be god awful.

Capcom is known for a lot of things (bad spelling, risk aversion and corporate wankery at all levels), but smarts hasn't been one of those for a long time now.

We already have Birdie, we'll likely get Alex, we're rumored to get R. Mika, and there's at least a chance one of the four new dudes is a grappler (although less likely than say a keep away character because there are already so many grapplers).

We are getting a new reveal tonight with the finals. It will probably just be the teased character though as the previously stated he'd be revealed in full here. I doubt they will do more than one character this event considering they didn't do one in the panel earlier.

There is no guarantee that Capcom will be at all those gaming events to showcase SF5 or for revealing more info about it.
At the very least we get a character reveal every month.
Right now we are at what 7 characters with 9 to go? 6 months down the line so we may get 2 reveals in a certain month.
Capcom said to look out for them on upcoming events. However you are right about Gamescom as I heard they won't show up at Gamescom.
As for returning characters I'm starting to doubt the original rumour with Karin and R.Mika. Simply because of that new character slide which suggests only 4 New returning characters.
So I now only expect
Urien (due to story reasons)
Alex (same a above and we need another grappler)
Juri (need another female character also good for story)
2 more returning characrers from SFIV
Doesn't necessarily have to be SF2 characters could be SFA or SF3 characters that were in SFIV.

I do wish that some of the questions asked at the end would have been about stages (i.e. will they be tied to groups of characters at least and will they have day/night/weather variations and/or secrets and transitions like the Hong Kong one does) or the lack of an arcade release (i.e. why they aren't following in Tekken 7's footsteps by releasing a cabinet that can be updated and played online - which I assume would still help their case in Japan) though.
Oh, and to repeat my question from the now mostly dead SFV panel thread: Did they mention that Ikeno is doing the concept art (again) for the characters? I thought his name popped up at some point but I'm not 100% sure.

I would believe so. Announcing the rumored Brazilian female character wouldn't make sense now with that event in Brazil later this year.
