Again, the 3DS game does not actually gain anything from these cards. It just side-steps RNG to let you design a specific villager's house. Like standard AC, you'd get them sooner or later anyway.

If you only wanted a specific 50 out of the 100, you'd average 148 packs. Say you only wanted a specific 10 out of the 100 (surely this is easy), you'd still average 97 packs. So this choosy strategy is not going to save you money except through resale. Do not play this if you want specific characters. That is a fool's errand
Oh, also, all these stats are calculated assuming there's an equal probability of each card being included. If some are rarer than others, the numbers go UP, not down.
Does HHD have a "refresh villagers" function though? In a normal AC game it could take actual months of realtime to fully rotate villagers and you only get 10. I hope this game is way way different in that regard.

From what I've read, some characters are locked behind Amiibo cards (KK Slider). Another instance of on-disc DLC, similar to Splatoon?
That's a minimum of 34 packs to get a full set. More due to the fact there's 17 special cards in the set and you're guaranteed one in each pack. In Japan, it's 300 Yen a pack meaning it'd be 10200 Yen which is ~£52
