He killed the kickstarter campaign after consulting a lawyer but presumably any legal issues have been ironed out if the project's going forward.

Correct, it is only based on the Japanese covers.

I would love to get this & some other books like those compendiums & the Commodore 64 book, but it always costs $15+ to get something shipped from the UK, which sucks because it always seems like Europe has the better gaming books.

Japanese cover art is mostly superior. There are some exceptions like the US Super Castlevania IV art is much better than the Japanese one.
