They don't even blast shit mayne 18 just fights in the regular timeline. In the future timeline they do that shit but even then 17 is the stronger one, they explicitly say in the manga that 18 has had her power capped. So RIP 18
In fact I bet they pull some bullshit bait and switch and somehow Cell absorbs 18 and fights Marvel because he's "technically" 18.

All the DBZ power levels post frieza arc are so ridiculous it would be a crime if Carol wins.
They did the 2nd fight purely because of the additions added with the Super stuff (Super Saiyan God Super Saiyan and whatnot)
She destroyed a planet before

I don't know if 18 has many solo feats that make her stand out, especially in the DBZ universe. She and her brother beat future Gohan (who was probably stronger than Frieza at the time) but I don't know if she would've been able to do that on her own. Assuming her power was even with 17's, she's somewhere between 1st form Cell and Cell Saga Piccolo.
Most of DBZ's cast can blow up a planet, though. That's not gonna do much for a feat in that universe.
How much effort did it take? I don't know Carol's power-set very well. Is she busting rocks pretty easily, like Silver Surfer and Beta Ray Bill?

Are these two characters even capable of hurting each other? Lol. Marvel absorbs different types of energy, and 18 can absorbs energy based attacks lol. I guess it might come down to whether or not Marvel can beat 18 in a fist-fight.
