About the Short VS Speedos, it's more to force the majority of users to change clothes before going into the pool instead of them hopping in with what they wore all day / week / month without washing them.
It may look silly, but it's been effective so far in term of hygiene. And even if the user short is clean, they can't make exceptions for obvious reasons.

It's about keeping debris and dirt out in case you were treating your swim trunks like casual clothing all day.

I had no idea places in France actually required the speedo for men.
...I guess ...at least France is consistent for both genders. Excess fabric forbidden for all. No modesty for anyone while swimming.

Nobody should have to be subjected to the sight of me in a speedo. I don't know if I'd ever have the opportunity to go to a pool in France, but now I'll know to avoid it.

Try swim briefs, they're a good middle-ground.
Can't speak for this particular pool, but a private pool near me doesn't want excessive clothing in the pool (anything you could feasibly wear outside) as they like to keep the chemical levels lower for a more comfortable swim.

There is less than 1.000 women wearing niqab (burqa is inexistent) in France and there is a big proportion of convert. So if we speak about a cultural integration, how a french woman from french parents can "integrate" ? If we speak about social integration, everybody have the right to be weird and distinct/reclusive.
Also, the subject of the thread is the ban against hijab and not niqab, the niqab is already banned nationwide.
stems from the notion of being "french" so others integrate into "french" culture. Anything this whole thing is a very slippery slope to what extent you want your society to change whats considered growing and adapting whats considered losing out your heritage etc etc. Complex issues.
