He didn't

He only killed the gods and fucked around in 7

He stated several times in the anime that the Zero Mortals Plan would be finished that very day or as soon as they were done with Earth. So, although it's not stated directly he killed absolutely everyone outside of Earth, that gloating suggested it.

What he said was that the Zero Mortal Plan was reaching its final stage after becoming Merged Zamasu. It is left vague if he really killed everyone outside of Earth, but he did say he killed countless mortals. So he wasn't just screwing around in U7.

Maybe he thought the other universes would be a piece of cake after he dealt with the Z warriors. From what we know, Veggeto Blue is somewhere close to Beerus, and Jiren (or someone from universe 4) is in the same ballpark of power. And since there's no evidence that suggests that he has a time limit, Jiren would've squashed Zamasu.

I wonder how Zamasu could beat Jiren in the Future

He didn't. He went around killing the Kais and by extension automatically killing all the god of destructions whose lives are tied to the lives of the kais, and then of course their angels go into a form of stasis where they are inactive.

There's absolutely no way Zamasu's Zero Mortals plan would have succeeded with the likes of Jiren around in universe 11. He was simply biting off a whole lot more than he could chew. He focused on Universe 7 once he killed off all the other gods, believing Universe 7 to be the most important universe to wipe out.

Immortality.

Unless you have infinite stamina or a sealing technique like Mafuba you are fucked.

Considering what Jiren is capable of, Zamasu, immortal or no, would stand absolutely no chance. Zamasu is an insect to someone such as Jiren. Also we don't know if Jiren possesses the power to wipe out someone's entire existence like a god of destruction can.

The power difference doesn't matter at all. Jiren can have a power level of infinity but if his stamina drops then his power will too and Zamasu will eventually kill him.

Hakai can't kill an inmortal.

It's mentioned that it's "coming to its head" during their lodge talk.

They say that once they get rid of the Saiyans they can easily kill all remaining mortals (episode 62).

Merged Zamasu also says that the Zero Mortals Plan will be completed that very day and that once all life on Earth is eliminated the celebration for the world of the gods begins (episode 65). But, yeah, it was left explicitly vague, although they also clearly wanted to give a sense of tension and that Goku and the others were the only ones remaining in his path, although without making a definitive statement.

Manga Merged Zamasu, yet. Anime Merged Zamasu's power is purposely left vague and he was within the power range of Vegito Blue. We also have both Gowasu and Shin saying that they never felt a power anywhere near Merged Zamasu and Vegeta said the same thing. Vegetan and Shin have some idea about Beerus' power and Gowasu who is far wiser and knowing then both of them was shocked by Merged Zamasu.

So saying that Merged Zamasu is an insect to Jiren is really based on nothing. Also, Haki has limits. It doesn't run on No-Limit Fallacy.

Hakai can't kill an inmortal.

It seemed as if it was going to kill Zamasu in the manga when Goku used it. I don't think that has been proven to be true just yet. We know Zeno's power is on a whole other level, but a God of Destruction's Hakai is something more special than simple physical destruction. It is the practical erasing of an existence altogether. It seems the kind of thing which would kill even an immortal since I don't believe Hakai attempts to kill by normal means that an immortal would be immune to.

Beerus in the manga outright said his technique can't kill an immortal like Zamasu in the meeting they had after the battle. Remember, Zamasu had immortality, not invincibility. He also was ripped apart by beams and regenerated just fine. Just because the technique worked and was reducing him to sand doesn't mean he wouldn't regenerate anyway. Even Buu regenerated from vapor before.

Beerus in the manga had doubts that he could kill an immortal with Haki and his word means more than Goku's in this case. Why do you think Whis said to seal Future Zamasu if Future Beerus could just erased him?

Goku is going to let his guard down, isn't he.

WELL THE IDEA IS THAT
Self-Movement Technique can help you with your guard being down and your body reacts before your mind can catch up

The episode is going to be great because of several factors

  • Kickass Goku vs. Jiren action
  • Goku getting his fucking ASS BEAT
  • Reactions from the crew about Jiren's ki
  • Reactions from the crew about Goku's limitbreak
  • Reactions from Jiren from Goku's limitbreak
  • Any other hints at future fights
  • Anyone who gets knocked out the ring simply by Jiren's ki
  • Toppo's reactions
  • Vegeta completely losing it because Goku just never stops climbing
  • Zeno's going WHOAAAAAAAAAAAAAAAAAAAA

I could go on

Never take the manga seriously

I can't take this argument seriously since I think the manga has plenty of great ideas.

These arguments, however, seem to settle it. Hakai wouldn't have finished the job after all.

Those golden rings around his feet are actually limiters. When he takes them off, the mere impact of it knocks off 90% of the remaining contestants, Jiren and Goku included.
