Great Zangyack is a large empire formed from the revived enemies of past organizations that the Super Sentai teams have defeated over the years. Marvelous, who has become the Great Emperor uses the Zangyack flagship Gigant Horse as his new pirate ship. He orders his subordinates to ''not even dare to slack off until all the riders are defeated'' in his usual tone. Many past evil leaders are lined up among the revived members of Great Zangyack. Walz Gil, Doukoku, Long, Brajira, Ackdos, Questers Guy and Ray, Silva, Dagon and Black Cross King are among them.

''The destination of my journey is with Great Shocker!''
The Great Shocker that appears in this movie is very similar to the organization that had appeared previously. It is an army made from the past enemy organizations that kamen riders have fought that have now united as one. Once again Tsukasa takes on the role of Great Leader, but this time he sets out with his own intentions to take out the Super Sentai teams.
Tsukasa orders his grunts calmly ''your only usefulness is your stubborn regenerative ability to be revived to matter how many times you die. Until all the Sentai are defeated, be as reckless with your lives as needed. Go knowing you are to die''.
To Tsukasa's left is Doctor G. He first appeared in Kamen Rider V3 as one of Destron's leaders. This time his armor has been completely redesigned. He transforms into CrabLaser and is one of Great Shocker's higher ranking officers. Tigerroid, Isogin-Jaguar, Ghoster, SasoriOtoko, KomaThunder are of the revived monsters. Shocker and Destron grunts are also around. High level villains such as General Shadow, Shadowmoon, 10 faced demon Yum Kimil, Apollo Geist, Weather Dopant, ect also gather.

This time he is on the prowl to hunt the riders under the new name Rider Hunter Silva. His gun of choice is his well known BioBuster! He will once again be voiced by Kazuo Hayashi! His signature line ''rider particles detected. destroy destroy destroy!'' will give you the shivers!
