I'm leaning toward blatant. Payment had to be made more than once. This was after we negotiated a lower fee as well. I decided to let it go since it's a person with no feedback at all.

Not sure what else to do besides stating it in my posts, stating it in our PMs. Not deal with people like that again and just not leave them feedback?

I sold a graphics card that was dependable for the 2 years I had it - no problems. Packaged it like a madman in an anti-static bag, then bubble wrap, then paper, then cardboard. The buyer receives it and gives positive feedback.

2 weeks later now and he claims it doesn't work due to bad transistors, although any pics he sends me don't show anything obvious. He says he tested it for the first time today. He also says he can't send it back because he lives in the dominican and it would be costly and a pain (I sent it to the confirmed address in US48, must have been his friend or relative).

He isn't really asking for money but is complaining. Without me asking, he stated that he wouldn't open a dispute and is just hoping I "do the right thing." I'm not sure if I should refund because of a lack of trust and not getting the product back. I am at a loss on this one... advice anyone?

Can you skype with him?

Maybe you can work out his honesty that way, but it does seem a little odd, like he's holding your rep for ransom.

Might not be a bad idea, although I'm not sure how the conversation would go since he kept mentioning Jesus in our emails. Not that it bothers me really, but I found it strange that he kept saying things like "I'm a christian," and "god knows the truth" (regarding the sale). Maybe i will give it a shot though. I hate for a sale to go bad in any way whatsoever.

Also he has fair feedback (his is 92 @ 100%, mine is 500+ @ 100%).

Yeah, I wouldn't refund anything unless he provides solid evidence that he received a broken card. Even then, it's not like it came with a warranty.

Check his feedback. Is it a result of buying cheap $1 trinkets? Some scammers will do that to boost their feedback rating before buying something expensive (and then claiming it's broken/defective/etc.)

He hasn't opened up a dispute for the simple fact that his case would be incredibly hard to hold up.

1) The item was delivered to a confirmed address that, in actuality, wasn't his proper address.
2) Proof of satisfaction exists as a result of the positive feedback left on your account upon delivery.
3) There's a two week delay where any sort of event could've happened to cause the supposed error.
4) Unless you guaranteed a timeline of working condition, it isn't on you to cover incidents after the initial obtainment.
5) Heavy reluctance in providing a return due to the cost and hassle of shipping from his actual location.

Frankly said, it seems like the man just wants to have his cake and eat it too as he's clearly trying to guilt trip you into a refund despite the lack of proper evidence and zero to low chance of return on his part.
