I don't understand why it's an arcade game. OK there's a lot of things about this that I don't understand, but maybe that's OK.
The game has an achievement list in the registry and has been rated by the ESRB for PC, 360, and PS3. It's definitely a real thing.

If I had to guess, I'd say it was originally DLC like Undead Nightmare for RDR, but took on a life of its own and they decided to turn it into a standalone game.
Just a wild and random guess though.

I was hoping for a dinosaur island expansion for FC3 but I'll take this in the meantime.

Not yet. We have the leaked box art, the achievement list, the rating from the AUS classification list and the lead writer of FC3 talking about working on "surprising" new content. I think it's safe to say it's happening, but they aren't ready to reveal yet.
In related news, EG is reporting that Far Cry Classic has been listed by the Korean ratings board.

Well its possible but I would have thought it might be more likely to be PC/PS3 ports of Instincts and (Instincts) Predator games rather than the Crytek original.

Actually, a different temporary box-art for this game with the same logo has been around for a while. And the achievements also got leaked. It's real.

the original far cry on pc was amazing for the time, aliens were kinda dumb, ymmv cause its an older game. the far crys instinct were different beast altogether, smaller, dumber i faintly remember there being like an energy sword halo style or something, i enjoyed the second version of instincts, first was pretty shit.

Well if it is a joke, then so what. I can't imagine either M$ or Ubisoft would make fake stuff to fool willing customers, that seems both like an awful business decision, and a really bad joke.
If it's just the cover that is the joke. Then that wouldn't be too smart either. You'll just end up with angry customers.
If the joke is: "Wow this piece of DLC is batshit. Lasers! Dragons! Cool dudes!" Then who cars, that would just mean new and possibly great DLC. Who would be the fooled one?

Instincts is good, drops off a bit towards the end and Instincts Predator is alright, not as good as Instincts though.

This can't be real right? This is something Volition would do for Saints Row. If Far Cry 3 is truly embracing over-the-top ridiculousness then take my money because holy shit this is incredible!!!
