Seriously?

Do you really not understand that more developers will take advantage of resources that are now guaranteed to be available? Do you really think that indie developers don't continually push to optimize their games and take full advantage of the hardware?

Whether or not such games exist now is completely besides the point. The whole idea of a new generation of hardware is to be able to do new things you couldn't before.

This has probably been planned as an announcement with Indies on stage or something at gamescom, but it got leaked out.

Yeah, because that sure as hell won't let misinformation and rumors spread around beforehand. Good god, just clarify things.

The only thing for sure with Microsoft these days is that they really don't know what they're doing themselves.

That every game and experience can take advantage of all of the features of Xbox One and Xbox LIVE. This means self-publishing. This means Kinect, the cloud, achievements. This means great discoverability on Xbox LIVE. We'll have more details on the program and the timeline at gamescom in August."

Because that was their big announcement at Gamescom that got leaked out early.

They really should just get it all out there at this point with the cat already out of the bag rather than trying to stick to the schedule and use the announcement for good publicity at Gamescom. Seems kind of petty.

All that can change later on. You seen throughout the 360 life span they are willing to change things when it comes to file sizes etc.
But until they did, XBLA games suffered as a result.
Policies like this evolve through the life of the device.
They can evolve, but will they, is the question. MS's self-publishing policy didn't change over the lifespan of the 360 (or at least, hasn't yet). Besides, the possibility of a better policy later on doesn't improve the quality of the current one.

This is good news.

Hopefully they can reach out and embrace indies more, but it seems a lot of damage has been done over the past year or so.

Is it a surprise that they are so dumb? They showed most of their first year products for Xbox One during E3; they had to in order to try to get around the suffocating negativity around their garbage product. Since that failed spectacularly, they've made a 180 on policy after policy (lol @ self-publishing being part of their "vision"), and now on top of that they also don't have a wealth of stuff to surprise people with anymore. I'm sure you know, since you're an in tune sort of guy chubigans, but Sony has revealed 25-30% of their first year PS4 stuff, compared to 85-90% of Microsoft's.

So with that strategy played out, Microsoft is stuck to things like "hey guys we're doing what the other guy is doing with self-publishing" for big news.

Why is an important console ecosystem feature an announcement you hold back? Save game announcements, not ones that relate to people's livelihoods.

They might have(/had) something more interesting to announce regarding to self-publishing other than that it exists. Like the fact that all retail consoles can be used as a dev-kit is pretty damn nice. Does PS4 work that way? Because if it doesn't, that could be pretty huge. For X1, all you need to do is buy an X1 from the store and presumably pay some small fee and BAM you are ready to create some games. For PS4 you'd have to go through a process to order a dev-kit (and I doubt that just anyone will get one) and pay for it.

Well done to Microsoft for doing this, this is great news for gamers everywhere. Next-gen consoles are looking pretty exciting now in terms of what independent developers will be able to accomplish!

Encouraging, but I'll wait to see what the terms are before I decide one way or another.

For all we know, they could be taking a larger cut than they would from a publisher-published title. They've done that in the past, and I wouldn't be surprised if they tried it again now.
 
Fixing these things now is good but it also shows that Microsoft had absolutely no forward thinking or backing to their policies. They have so little faith in their own product they have changed practically every aspect of it. It's like they couldn't see this coming.

I don't think it's hypocritical to hate the original policies but also remember that it's still the same company who tried to impliment them in the first place.
