Initially everything is made and modeled in much higher quality than what goes in consoles..............

Hoping for some kind of late cross gen offer from retailers for the ps4 version by trading in my 360 copy. I have a feeling they won't since people will buy it regardless, and it'll be much later than the current launch upgrade offers. Also the more additional content the ps4 version has, the less likely it probably is.

We haven't seen it, but it's more than likely.
I was going to wait, no matter what, because of the price. Knowing that I will be able to buy it, at least, at 30 or less in a couple of months, waiting it's the better option (in my case).
If, finally, the PS4 version is announced during the waiting, it would be great.
I play all the games months later than the release date, so I still playing "old" games at this moment. I have never had hurry with the games (only with the consoles

Hopefully the PS4 version is discounted for people that bought the PS3 version. If Activision is doing it surely Rockstar must be too.

advanced post processing effects (object motion blur etc).
increased amount of props on screen (trash, chairs etc).
increased amount of props projecting a shadow (see above).
more precise lighting (reacting to more light sources etc).

Depends how much dedicated they are to the PC version, but if Max Payne 3 is an indication, all of the above could very well be possible.

I can't wait for the PC version so I should have a PS3 version come release day, but I'll be definitely buying it again on PC. It hurts me enough that I have to play this on the current gen consoles.

You can call it XBox one exclusive... because XBox one is the only excluded platform.
Why? People aren't qualifying their "console exclusive" claims with "Console PS4 exclusive" or "Console Xbox One exclusive"
You know what would be good? If people stopped abusing the word "exclusive" for their own gains in fanboy wars. It's easier just to say "It isn't on this console" because it will be on more platforms than not.

I just had this crazy though that Sony passed on LA Noire and Agent to lock up the next gen version.

It's because there are multiple consoles, the idea of it being "console exclusive" means it's the only console you can play it on. Console is a category in this case, so if you define PC as a category you can then have exclusives inside that, e.g origin exclusive or something.
Also it sounds a little more elegant and less petty for Sony or Microsoft to say "it's not coming out on Xbox or PS4 lolz" It also adapts itself to some stretching, Such as "console exclusive debut" or "debuting as console exclusive" or "coming first to next-gen consoles exclusively" all meaning timed exclusive.
If it comes out in PS4 and not on Xbox One, that could be a huge deal for Sony. Sony can market the fuck out of GTA5 for PS4. Yes it will be a late port, but perhaps they can show off its improved graphics, maybe online is improved with higher player count, new social features with PS4 will also help.
Personally I was always going to wait for PS4 version, remote play on Vita would be another killer feature for me.

I remain cautiously optimistic in regard to how well-optimised the game will be. R* did a superb job with Max Payne 3 but I'm somewhat dubious of similar effort being put into GTAV's PC port.
