Pretty sure Double Helix hit this one out of the park. They've been very transparent about the development and when I played it at the Tour, it was absolutely worthy.

Everyone who has played the game has liked or loved it. And Double Helix has quite a few competent fighting game developers after re structuring.

IIRC, all characters are a la carte DLC except the first one.
