It's not the same thing. This is a specific case where the skin is a unique and essential part of the character and required as part of the costume.
...but if someone who is not a native Hamburgian were to wear some of our traditional Hanseatic fashion, or some foreigner wanted to bake a Franzbrötchen and put his own spin on it, or even worse, greet me with "Moinsen" or "Hummel, hummel", then yes, I would be half-offended.

I don't understand the greetings so can't say much, but for the other stuff.. why would you even care? I'm from Spain and living in Japan. Here they have flamenco classrooms in some places and have seen a couple Japanese people dressing as flamenco dancers, and it has never ever bothered me. I'm happy they like part of the culture I'm from (note: not my culture, I don't own it), so the more power to them. If I see (and have) someone or some restaurant make variants of Spanish food like paella or Spanish omelette, if I like it, good, if I don't, eh that's just the taste is bad, no appropriation issue there.

The commission can either be used to judge and ban/allow potentially offensive subject matter after the fact and/or they can be used as consultants to hone a product such as this into something that won't trigger certain groups. Just as most electronics have UL certification labels, we will soon have something similar for this group.

Problem with these costumes that have a skin tone like Maui and Cena is the fans not of that skin tone who do want to dress up like them. It's like signaling to kids "hey this costume will look bad on you or isn't made for you, pick someone else".
