Due to PC margins and shelf space, usually developers shove their ports out regardless of how previous games did since the risk is vastly lower.
They just get later and more half assed when previous things don't sell.
Late and bad ports lead to poor exposure and meager sales, lower sales leads to later and even worse ports or no port at all. A vicious cycle begins.

Are you referring to the alpha-to-coverage without sufficient samples per pixel (for hair etc.)? On PC, you'd fix that by having more samples per pixel, that is, AA.Hopefully the PC version will be free of that fuck awful dithering.

Then clarification is needed because those quotes in no way imply that a PC version of the game actually exists.

Yep, Division and Destiny to go. Destiny is highly probable considering its Activision Blizzard and FPS.
It fills a niche and I suspect it will do pretty well at a certain price point and during the seasonal sales.

It will take something like a successful Steambox launch to make PC gaming a priority for a japanese publisher. They don't really understand PC gaming.
If it comes out on PC, someone should Kickstart a mod to insert David Hayter's voice back in.
I suspect they will take the same strategy they took with MG:R.
It will eventually hit PC.
