They're not, proportionally, but the good looking girls get their photos circulated a whole heap. Sort of like how murders aren't that common compared to other crimes, but you see them on the news every day and get the impression that they are.
You know the porn thread where they were showing the before and after pictures of "Whore" make up. Cosplay make up is the same.

It makes the most difference between a good one and bad one, even more than natural attractiveness or quality of the costume.

It's not meant to feel natural. If you watch interviews with her she actually mentions she's had it re-done because she thought fer first boob job was too small, and that what she was looking for was something exaggerated that would grab people's attention, and it works! I've seen her in person at Montreal Comic Con and you definitely notice!

So just how much money does a professional cosplay model make to make it worthwhile to get a boob job to be more successful or noticeable or whatever it is that the boobs do for her career? Just last week I saw two different reality tv shows that featured women getting implants to boost their careers and it just felt so... wrong, I guess. I don't know, I just feel surgery is a little drastic and what job could be worth it, but I guess if it significantly shows in your paycheck then maybe it's okay for people who support plastic surgery anyway. Personally I just can't fathom going that far just to gain success, fans or money. If there are insecurities and body issues involved then it makes more sense but getting huge breast implants just to appear "exaggerated" and to "grab people's attention" is just ehhh..... Well it worked for Katie Price too I guess.

Not everyone views your looks as an important part of their identity. Or rather, people don't value that identity and don't mind augmenting it for the sake of their careers. In Asia, for example, women often get surgery to help them in their work lives - it increases their chance of getting the job or raise they want and more importantly it helps them find a rich man to marry.

How is it that so many good looking girls are into cosplay?

I've seen a few different answers to this, but I disagree with them all. The truth is actually very simple. Makeup and boob tricks. It's really the same as Halloween, where you wake up with a girl who looks nothing like the sexy bitch of a slut who you were dancing with the night before.
