You mean cards with PS Store credits? Yeah you can make pre-orders with that.

Sony don't give AF what you use your PSN Wallet balance on. Pre orders, themes, DLC doesn't matter, if there is a buy button on the PSN Store, you can use your wallet balance.

Yes you can use prepaid cards for preorders. Although depending on regions there could be some issues. For example in Japan where I live, you can only use a credit card to preorder games rated Z (the equivalent of an M rating) by the local ratings board on the PlayStation store. Even if you have the funds in your wallet, no credit card, no preorder for those games. It’s extremely annoying.
