If this is true, this is just the XBox One S situation. it doesn't suddenly make your games run at double the FPS. Calm the eff down people lmao.
Of course, i guess we can expect better than XB1S results since XB1S only had a 10% GPU upclock and here we're talking about a 30% CPU upclock and over 100% GPU revision

So someone (who seems to be in the beta test for 4.5) tried out boost mode on Dark Souls 3 and Bloodborne, said couldn't really notice any framerate difference personally.

Yeah, I meant as a separate thing.It's not clear if the GPU resources are available in this mode too. If so, games with dynamic resolution might more often stick to their upper range. But others won't magically allocate a higher res framebuffer, so the benefit will almost exclusively be to framerate.
I would say don't rush into anything just yet since we literally don't know how well this works. I for one don't have much confidence in this since this is sony. I have a high fear that it may not have been thought all the way through so yeah...I'd say just wait until it's proven lolBoost mode is actually making me want to go buy a PS4 Pro, like right now...

Until Dawn struggled to reach 30fps and it was never patched. Now the patch is not needed!

...how? Does the software of the PS4 make games 60 FPS by some trickery?
Can it fix frame pacing? How close to 60 will second son get? Can it help with severe frame drops in just cause 3?

If the game is signfiicantly GPU bound, specifically GPU ALU bound, and the mode allows access to GPU resources, you could have quite significant improvements in those cases. But how common those cases are, and whether the mode does allow access to the GPU, remain unknowns. So yeah, it's best to keep expectations in check, but the scope for larger-than-xbox-one-s improvements is there, on the CPU alone too.
