The polish magazine CD-Action has interviewed Carmack about Rage / Tech 5 and put the thirty minutes of it on youtube:

I think it's new, at least, haven't seen it before. Haven't seen all of it yet.

Edit 2: I'll try to summarize some things, but there's not much new in it. Still interesting because Carmack just looks like he loves what he does, he's so excited
They are baking the light into the MT because they didn't really see any benefits gameplay or graphics wise for Rage in having it fully dynamic. He says letting an artist fully optimize the look of levels in fixed outdoor lightning will look better than having dynamic sunlight, which at some time at day
will make some things look bad. They learned this from Splash Damages work on Enemy Territory. In the end, it runs way faster. Personally, I hope Doom 4 uses less prebaked if possible, I loved the lightning in Doom 3.
He says they want to stay with Id Tech 5 for a while because graphics/game technology isn't moving as fast as it was in the nineties. He also says that he's looking forward to the MEGA horsepower that the next console generation will bring when it does so, that Id Tech 5-like tech could create WoW-size worlds.
They have some plans for the future: They want to be with them at launch with their tech instead of arriving in the middle as they are now. As I understand it he wants to get Id Tech 6 ready for that time, and Tech 6 is supposed to be the unlimited geometry stuff they are researching right now (he is very excited about returning to that research soon, they are/want to be prototyping right now).
If they can't get Tech 6 out for the launch he does talk about a backup plan, which is a render that works together with the Tech 5 render to display on the next consoles.
On mod support: He doesn't think there will be full support as it's too hard to create good mods these days, but there'll eventually be "some code" thrown out, but he thinks that'll mainly be good for research. It's been said earlier that mod support isn't a priority for them with Tech 5 with similar reasons given, I'm still sad about it :/
